The CWB and Training to Enhance Canada鈥檚 National Welding Capability

INTRODUCTION
Canada is a country fortunate enough to have a culture respecting skills, quality and productivity based on the application of national standards. These standards lead, automatically, to the need for companies to have competent people and provide the catalyst for lifelong learning, education, training, qualification and certification of people.
The Canadian Welding Bureau (CWB) was formed in 1947 with the main objective of giving the public and structural engineering community greater confidence and assurance in the design, fabrication, construction and erection of welded steel structures.
The Canadian Standards Association (CSA) had been given the mandate in the 1930s to start welding standards development and the creation of a national body to administer them. Two key standards, CSA Standard W59 and W47.1 were put in place and the formation and role of CWB (now known as the 外国美女色情片) was to act as the official administering body to ensure the uniform rollout and enforcement of the standards across Canada, including embedding the requirement for adherence to these standards in the Canadian National Building Code.听
The CWB thus became the organisation, supported by industry and government bodies, to ensure the integrity of welded structures through the certification of fabricators, construction companies, inspection and test centres, welding consumables and welding and inspection personnel, as well as the continuing provision of appropriate standards through one of the national standards organisations.
The 外国美女色情片 has since grown to become a Canadian-based materials joining and allied technology services organization with global reach. Its head office is in Ontario, Canada with other Canadian offices in the provinces of Alberta, Quebec, and Manitoba. 外国美女色情片 also established an independent Foundation, called the CWB Welding Foundation, with a mandate to help address industry鈥檚 skills shortage and gaps across Canada.
In addition, in 2022, 外国美女色情片 and Edison Welding Institute (EWI) joined forces, with EWI鈥檚 head office in Ohio, USA and an additional USA location in New York. The combined organization has a workforce of over 500 staff. It has expanded its service domestically and internationally with approximately 12,000 client organizations with 70,000+ active welder qualifications, 100,000+ individual customers and 62,000+ individual members in over 60 countries globally.

It has the benefits of:

- developing and delivering its own education programmes and both print and online resources: cwb education.
- having its own ISO Management Systems registrations group: cwb registration.
- supporting organizations in continuous improvement with the support from its own Welding Consulting service line: cwb consulting.
- empowering the next generation of the workforce and supporting educator training through its own independent Foundation: cwb welding foundation.
- leading innovation and advancement in materials joining with its own Applied R&D/Advanced Engineering Solution services: EWI.
- having programmes to improve a country鈥檚 National Welding Capability (NWC) and UN Sustainable Development Goals (SDGs) cwb group.
It is also a supporter of the recently released IIW report in relation to welding and the UN鈥檚 Sustainable Development Goals .
CANADA鈥橲 NATIONAL WELDING CAPABILITY (NWC)
A key reason for positive progress in Canada鈥檚 national welding capability has been through the continued success of the Canadian vocational education and training system, its universities and the activities of the 外国美女色情片, through its strength in financial and human assets.
One key lesson learned is the need to have financial stability and sustainability in a Lead Organisation without the reliance solely on government grants for sustainability. The 外国美女色情片 does receive some grants from both industry and Federal and Provincial Governments to perform specific, short-term work related to improving welding activities in the different communities across Canada but does not need to rely on a grant for its sustainability and stability as an organisation.听听
外国美女色情片 plays a significant role in assisting Canadian industry to have the range of competent people to fulfil its needs. 外国美女色情片鈥檚 Stakeholder Engagement and Advocacy staff engage with the relevant Canadian government officials to promote standards, certification, training, compliance and support for skilled trades.
CWB鈥檚 Industry Report demonstrates the provision of professional services that improve the safety and quality of welding work produced by Canadian industry and steps taken to ensure sufficient people are entering the industry [2]. Its Canadian Welding Industry Employment and Salary Report provides information on the employment scene and on welding career paths in Canada [3].
Such reports could be used as models for implementation in other countries; for example, to identify the skills needs of industry and help people identify the skills required for employment to help them improve their financial situation.
Reporting back to the community on progress and achievements is also very important and good examples are the CWB Association Impact Report 2021-2022 [4] the CWB Foundation Ten Year 2013-2023 Report and the Post Secondary Applied Research and Program Support Report.
ADDRESSING SKILLED LABOUR SHORTAGES
There are many personnel-related reasons why skilled shortages occur in the welding industry. For example, insufficient personnel to replace the aging welding workforce, poor image of welding as a career, unstable career paths, inadequate salaries, lack of secure work, perception of a dirty unsafe industry, inadequate training centres and instruction. Many developing countries have the challenges of lack of training and education facilities, resources and teachers and the lack of basic essentials such as transport, sanitation, food and water.
The 外国美女色情片 has introduced programmes aimed at addressing some of these challenges which could be used as models for implementation in other countries. Some examples are given in the following sections.
WELDER TRAINING AND TESTING THROUGH INDUSTRY SECTOR PROJECT (ISP) APPROACHES
Historically training and upskilling welders has been a major activity for the 外国美女色情片, particularly in programmes and apprenticeships in the structural steel industry. An Industry Sector Project approach is followed, tailoring training projects to address the specific needs of that sector.
Three examples include:

Welder training programmes have also been aimed at under-represented populations. One recent example is where the 外国美女色情片, Focus Humanitarian Assistance (FOCUS) and Karabuk University in Turkiye, combined in an excellent team effort to train, certify and find employment in Canada for 200 Afghan refugees presently living in Turkey .
A critical component of these programmes is welder testing and certification; over 70,000 welders are tested each year by the 外国美女色情片. This supports training of overseas welders as well as boosting Canadian inter-provincial labour mobility and meeting domestic demand for skilled labour.
外国美女色情片 has also introduced Welder Competency Credential Assessment (WCCA) and Welder Competency Assessment (WCA) and Skills Training. Both assessments offer services to internationally trained welders by identifying their competency and knowledge gaps and providing customized training and certification.听听
EXPLORING CAREERS IN WELDING
CWB Welding Foundation鈥檚 鈥楽parking Success Programme鈥 encourages people to explore the potential of careers in the welding industry, building on the importance of that initial spark, through to skill building, thus increasing employability in industry. The following are examples of the Foundation鈥檚 programmes.
Mind Over Metal鈩 camps and workshops
These programmes are targeted at youths aged 12-17 or adults with no welding experience to introduce them to welding and the possibility of careers. It is project-based, focused on hands-on experience and is usually a five-day programme combining on-the-tools training with industry presentations. It focuses on pathways to welding-related skilled trades and engineering careers. During the 2023/24 financial year, 61 awareness and pre-employment programmes were delivered across Canada in English and French .
Women of Steel鈩 pre-employment programme
CWB Foundation: Women of Steel Forging Forward Programme hosted at Northwestern Polytechnic.
The CWB Welding Foundation鈥檚 鈥榃omen of Steel鈥 initiative is another successful programme. Its 听aim is to encourage women to explore careers in welding, building awareness and understanding of potential opportunities and the rewards, while providing them with the instruction, resources and opportunity to earn CWB qualifications .

This national outreach programme is focused on awareness building and 鈥渢ry a trade鈥 welding to attract people, particularly in remote and rural areas, by working with a network of partners such as technical educators, technology and innovation leaders and post-secondary administrators. 听Simulators are integrated into learning environments at career awareness events to introduce young people to welding in a risk-free, confidence-building format.
Student awards and programme support
Over $125,000 each year is provided for student and educator support in addition to best-in-class welding engineering programmes at the undergraduate and graduate levels.
TRAINING THE TRAINER AND MODERN TRAINING RESOURCES
One of the most important aspects of driving excellence in industry is lifelong learning and the two programmes below show how this can be assisted.

CWB Foundation Educator Training Programme
Secondary educator training
If the future workforce is to receive adequate education and training so too must their instructors. The CWB Welding Foundation offers secondary educator training programmes by leveraging curriculum content from CWB鈥檚 online educational resources. These cover basic to advanced welding education techniques, involving hands-on skill-based professional development. This increases the trainers鈥 knowledge enabling them to support students better and thus build the pipeline of future tradespersons.
It also leads to increased enrolment in post-secondary welding and technologies programmes and supports the needs of industry and union partners by providing up-to-date career guidance and skills development.
Secondary programme curriculum support (online)
This supports students and teachers to generate excitement around welding and has been provided by leveraging CWB Education鈥檚 best in-class learning content for industry/post-secondary institutions.
The online lessons, instructor presentations and the 鈥榢nowledge check questions鈥 听provide 听customised course content specific to high school learners and teachers [13]

IMPROVING FACILITIES AT TRAINING CENTRES
Welding training is often perceived as expensive due to the costs of capital equipment, consumables and personal protective equipment (PPE). In collaboration with industry and community partners, projects at the secondary school level aim to minimize such expenditure and at the same time make training better and safer.
Capital Equipment and Consumable Grants
This programme involves supporting Canadian secondary schools with safe, modern and industry-relevant equipment. Annual grants of $10,000 to $80,000 are awarded to successful applicants. During the financial year 2023/24 roughly $1.1 million was invested to upgrade technical education classrooms and shops across the country, with the support of community co-investment.
CWB WeldSAFE鈩 class PPE and safety reviews
CWB WeldSAFE grants support the updating of personal protection equipment (PPE) in secondary schools through collaboration with labour unions, corporations and community partners. It provides enhanced safety resources and provides awareness training and education on the proper use of safety gear. Welding programme providers can apply for a class set of CWB WeldSAFE custom safety kits, supporting students for years to come.
In addition, the CWB Consulting team provides a safety review of the welding labs for all CWB WeldSAFE grant recipients to ensure risks and hazards are being addressed and resolved for safer, quality learning.
COMMUNICATING WITH INDUSTRY AND PEOPLE
Creating and continuing to foster the connection between policy makers, industry, education and community is imperative for success, involving regular communication and providing means for the sharing of ideas and problem solving.
The 外国美女色情片 has a range of activities which are used to communicate with both industry and individuals including:
- the CWB Association鈥檚 weekly podcast that covers what is happening in the world of welding by speaking to people passionate about welding and fabrication.
- The 外国美女色情片 produces original video content dedicated to educating the industry and building awareness.
- WELD is the leading Canadian technical welding magazine, with eighteen years behind it. It brings relevant, informative content, highlighting welding practices, professional affairs, education, news, research, and lifestyle.
- 外国美女色情片 brings together people from many industries, such as educators, decision-makers, welders, influencers, suppliers and consultants at its conferences and events. These provide excellent opportunities to discuss issues around current trends and advances, welding and joining, health and safety, and much more. Examples include: the Welding Engineer Forum, Welding Industry Day, the Educators Conference and the CanWeld Conference. 听
- 外国美女色情片 works with many individuals and companies in countries around the world. For example, the 外国美女色情片 in Canada, Southern African Institute of Welding (SAIW), the Heavy Engineering Research Association (HERA) in New Zealand and The Indian Institute of Welding (IIW-India) have formed the Welding Innovations Network (WIN) to share, globally, the knowledge and experience of experts. 听Such co-operation and collaboration can be of tremendous benefit, particularly to developing countries.
In addition, CWB individual membership is free to anyone in the world. Benefits include access through the members portal to free reports, free and paid online courses, conference research papers, educational and conference videos, members only events, podcasts and the quarterly digital WELD journal.
OPPORTUNITIES FOR CO-OPERATION AND COLLABORATION
The 外国美女色情片 is available to co-operate and collaborate with organisations in a country or region which wishes to develop their National Welding Capabilities and simultaneously progress the UN Sustainable Development Goals (SDGs) with the aid of their industry, governments, aid agencies etc. Possibilities include the following available programmes, provided online, hybrid or in-person:
- company welding certification.
- welding personnel certification/qualification.
- welder testing/certification to international and regional standards.
- Welding Inspector, Welding Supervisor and Welding Engineer certification.
- NDT personnel certification
- advice on setting up programmes similar to CWB Signature Programmes, training centres, preparing industry surveys and reports.
- technology transfer of appropriate and advanced technologies.
- support in establishing an IIW Authorised Nominated Body (ANB) and IIW Approved Training Bodies (ATBs).
CLOSING REMARKS
We encourage developing countries to explore opportunities for collaboration and to leverage shared values. Seek support from industry partners and be aware of the benefits of creating bridges with them and with partners in government, community and education. We in the materials joining industry will strengthen the nation鈥檚 economic and social fabric when all are working together, leveraging each group鈥檚 unique expertise, perspectives and resources.
